2001 TOYOTA PRIUS User Comment / Complaint

I have a 2003 Prius that the steering wheel shakes violently when moving either forward or in reverse when engine is cold, so far has not done it at speed above 2-3 mph, will not due it in summer due to the temp. Have 90000 miles and is getting worse with time, Contacted toyota today received claim number and patiently waiting on their decision, dealer wants $2422. to replace the rack and pinion and computer, cars blue book in fair condition $5175. Any suggestions?
